“Many youth care workers pull a dead horse,” says Offinga, care coordinator at Jeugdhulp Friesland. Since the responsibility for youth care was transferred from the province to the municipalities in 2015, youth care workers are increasingly concerned with arranging finances for the aid and checking whether the money has been spent well. “It also goes through an intermediate station. It all comes down to the time of helping.”
