To better help parents with additional damage, the way in which the additional damage is compensated is better arranged. Instead of five separate routes there will be two claims routes. Both routes will work with one uniform damage framework with fixed reimbursements. The government also wants to make the objection handling fairer by prioritizing more. In addition, the government also proposes a number of targeted measures to improve the available of files and to improve broad support and to ensure that parents who have lost control are better supported.
Speed up
The cabinet has the ambition to complete the financial recovery for all more than 41000 duped parents at the latest in 2027. Recently, various measures have been taken that have ensured that a number of bottlenecks in the recovery operation have been tackled. For many parents, the first part of the recovery operation has since been completed. The recovery operation is not yet running well enough in a number of parts. Parents still have to wait too often for the handling of their objection and at their request for additional damage. The delivery of files is still not going well. That is why the Cabinet has asked the Van Dam committee with a number of recommendations that accelerate and degrade the recovery operation. With these recommendations in hand, the government has proposed a number of measures to ensure that victims can continue with their lives.
Additional damage
For a group of parents, the compensation they have had is not enough to compensate for all the damage they have suffered by the Childcare allowance affair. For example, they have lost their job or house due to all the problems. At the moment there are five routes for parents with additional damage. To better help this group of parents, the government wants to redesign the system for compensation for this additional damage. Parents will soon be able to be reimbursed for their additional damage in two ways. The existing SGH route and an ‘independent’ route, in which parents and their lawyers independently make their damage plausible. Both routes will work with one uniform damage framework with fixed reimbursements. Both claims routes are concluded with a settlement agreement (VSO). For parents with complex claims, a ‘committee complex damage items’ is set up. The expectation is that the development of the uniform damage framework, the development of the two routes and the route for complex damage around the May recess will be completed.
Objections and files
One of the most important bottlenecks where a beacon is needed is the blockage when compiling files and handling objections. Parents have to wait too long for their file and for the objection handling are queues too long. The government wants to do a number of targeted interventions to resolve these congestion. By painting files less where possible, the provision of files is accelerated. Because the first part of the recovery operation is almost completed, employees can be trained where possible. This ensures that extra employees can be used in the coming months to further accelerate the provision of the files and the handling of objections. A responsive approach to objections must ensure that people listen better to the needs of the parent and it becomes possible to prioritize objections better.
Broad support
In addition to financial problems, parents have often also had problems in other areas, for example in the field of work and care. To help them with this, they can go to their municipality for broad support. The cabinet wants to make the frameworks for broad support fairer and clarify. This must ensure that the support of parents and their children better meets the progress of the financial recovery. The government is also expanding the approach for families who have lost control.
State of the recovery operation
At present, 92% of the victims have completed the integral assessment. The expectation is that all integral assessments will be completed in the course of 2025. For almost all victims, public debts have been abolished and paying arrears on private debts virtually repaid. In addition, almost all victims have now received an allowance. This has been taken important steps to help victimly families be passed by the injustice.
