People should be more central in the allowance system. The government will therefore simplify the system and reduce the risk of high recovery. For example, the income -related childcare allowance disappears and the acquisition of housing allowance becomes easier. Because people can and may be mistaken when applying for allowances, the absence fines are abolished. People also get more time to request a surcharge and with the deployment on reliable data sharing they will no longer have to share their data again and again at different counters of the government.

New system

If surcharges remain after the reform, we work towards a allowance system in which allowances are granted as proactively as possible, so without advances, and where the principle of ‘keeping is to keep’ applies.

As indicated in the government program, a new financing of childcare is also being worked on. With this system, the reimbursement for working parents is transferred directly to childcare. This system becomes income independent and therefore provides more certainty for parents.

Improving current allowance system

Reforming the allowance system takes time. That is why it is used at the same time to improve the current system. For example, by, for example, more proactively pointing out their rights to surcharges or by setting up a government -wide claim overview so that people get a better view of amounts that are still open to the government. By making better use of data that people have already shared with the government, the Surcharges Service can also better determine the amount of a surcharge, which prevents recovery. Furthermore, people get the opportunity to apply for a surcharge for longer, to reduce the risk that they will miss a surcharge.

Recovery of allowance affair

In the meantime, the government is focusing unabusely on the financial recovery of parents who is injured in the allowance affair. At the Cabinet’s request, the Van Dam Committee recently made recommendations to improve the recovery operation. Based on those recommendations, the government is now taking various measures to better help parents with additional damage.
