The municipality of Roosendaal is introducing a special scheme for (former) employees who say they have been disadvantaged by the unsafe management culture within the municipal office. With the scheme, the municipality wants to provide scope for recognition of the experiences of those employees and, where necessary, offer support or recovery.
The arrangement follows a critical report on administrative culture and social safety that was published last year. This showed that there was an unsafe working atmosphere at the town hall, that relations were seriously disturbed and that employees regularly felt uncomfortable or socially unsafe.
Recognition and regret
“We realize that these could have been drastic experiences, which in some cases continue to have an effect even after the end of the employment contract,” the council said on Thursday.
After the report was published in September 2025, the municipality worked on the recommendations to improve the culture. “We are sorry that employees may not have felt comfortable, safe or seen within our organization. That should not have happened. We recognize that the impact of this can be significant, both professionally and personally.”

The scheme was drawn up on the advice of the trade unions and the works council, a municipal spokesperson said. Major damage claims are not an issue.
A suitable solution is considered for each situation. This may involve reversing an unwanted job change, so that an employee returns to his or her previous job.
In certain cases, the municipality can also reimburse costs for coaching or other processes that employees have started or are following themselves.
Letter
The scheme applies to all civil servants who were employed by the municipality of Roosendaal between May 1, 2018 and January 1, 2025. They will be informed by letter in the coming weeks.
It was not yet known on Thursday how much money the municipality will allocate for the scheme.
