Car editor Niek Schenk answers: ‘If a red cross is indicated above all lanes on the highway, all traffic has to stop. This may be necessary in the event of an emergency. In that case, standing still on the highway is not prohibited. The emergency lane must remain free for emergency personnel, unless otherwise indicated.’
