In a civilized society, torture is unacceptable, speaker Valentina Matvienko said at the opening spring session of the Federation Council. According to the chairman of the Federation Council, it is necessary to do everything possible so that this phenomenon “finally and irrevocably” is a thing of the past.

Scandals around torture in correctional institutions, which received a wide public response, became one of the topics of discussion at a meeting of the Federation Council on Wednesday. Valentina Matvienko explained that the senators will soon have to consider a law on tougher penalties for torture.

A bill to toughen punishments for torture in the structure of the penitentiary system was submitted to the State Duma of the Russian Federation at the end of last year by Pavel Krasheninnikov, Andrey Klishas and Vladimir Poletaev.

The document gives a clearer and more detailed definition of torture, introduces the concept of “intimidation”, and also introduces direct responsibility for torture of employees of the Federal Penitentiary Service.
