The independence movement studies paralyzing the activity of the Parliament due to the Juvillà case

The independence movement tries to buy time and make the order of the Central Electoral Board (JEC) to withdraw the seat immediately to the coupero Pau Juvilla. After being disabled by the Superior Court of Justice of Catalonia (TSJC) for refusing to take down yellow ties from his office in Paeria de Lleida in 2019, in the middle of the electoral period, ERC, Junts and the CUP are looking for formulas to take advantage of to avoid complying with the order of the administrative body while they are at the awaiting a final ruling from the Supreme Court.

At Tuesday’s meeting, President Laura Borras has proposed that stop all parliamentary activity until the deputy’s statute committee agrees on the next step to avoid entering a field in which, to maintain Juvillà’s functions, it would be contempt. This paralysis would put a brake on the daily life of the Parliament until the commission is convened and an agreement is voted on that could go through the plenary session again. The rest of the parliamentary arch sees the idea with disbelief, but within sovereignty the position is not unanimous either because they must clearly outline the conditions and the impact in the chamber.

ERC sources ask that this brake on parliamentary activity be limited to the minimum possible time so that Juvillà’s defense does not imply a violation of the rights of the rest of the 134 deputies and the dignity of the institution is preserved. The CUP, for its part, is studying how to shorten the deadlines, although it welcomes the plan.

The JEC gave five days to Borras to inform of the decisions that it would make in compliance with the withdrawal of the act dated January 20, and parliamentary sources maintain that it has until Friday to maneuver.

At the same time, Juvillà is affected by a health problem that has prevented him from attending the Board meeting today and will complicate his activity as an elected official. In any case, CUP sources insist that he will not give up his seat, although he could resign as the third secretary of the Table so that a new coupero could enter his position.
