The Government intensifies contacts to save in extremis the labor reform

  • Labor and the PSOE they redouble the pressure on ERC and PNVfor now without success, because both formations do not get down from their positions

  • The small formations, on which the success of plan b on which the PSOE is betting depends, keep your cards until the last minute

The labor reform continues hanging by a thread. Very fine. 48 hours after the plenary session of Congress discusses and votes on the royal decree law, nothing is clear. It is not even certain that it will be endorsed, although the Government remains optimistic. But the big doubt to clear remains one: with whom. What supports will save the Executive from being burned, what parties will rescue it from a shipwreck that, if consummated, would deal a severe blow to the bipartisan past and to the halfway point of the legislature. Everything points, for now, to the fact that Plan B has more options, which the Socialists do not disdain and which United We Can reject. This is one victory by the minimum with the help of Ciudadanos, PDECat and a constellation of small parties and with the rejection of ERC and PNV. But the pressure of the Executive on both does not stop. The negotiations continue and nobody, not even the minority formations on which Thursday’s vote may depend, completely shows their cards.

Everything will be aired, surely, at the last minute, as corresponds to a vote that all the actors assume as crucial and that, if it is resolved by the right, contrary to how the purples want, could trigger increased tension in the coalition. In the Executive they assure that the contacts are intensifying to tie each one of the votes. In all directions. On the part of Labour, but also of the PSOE.

The second vice president, Yolanda Díaz, has focused on trying to convince the investiture partners; the socialists, too, but they have expanded the range to other parties, and they do not reject that the reform goes ahead with the nine Cs deputies, although the call to ratify their vote by the Minister of the Presidency, Félix Bolaños, is pending, who has not yet occurred. the orange formation does not want to negotiate with the governmentonly sets as a condition for its support that there be no change in the text agreed with employers and unions, which is just what Pedro Sánchez wants: that the decree be simply validated by Congress, without being processed later as a bill .

The socialists also lavish gestures towards the employers: Bolaños met Garamendi and the head of the CEOE accompanies Sánchez on the trip to the United Arab Emirates

President does not want amendments or changes, because he fears that the businessmen, who have left many hairs in the cat flap in these months of tough negotiations, will move away. The PSOE, in fact, is lavish in gestures towards them. This Monday, Bolaños delivered the annual regulatory plan to the head of the CEOE, Antonio Garamendi, at his headquarters, and this Tuesday the head of the employer’s association will fly on Sánchez’s plane to Dubai, in the United Arab Emirates, the country that hosts the Expo Universal and that celebrates the Day of Spain on February 2. “Every comma is worked. This is what there is “, Garamendi riveted this Monday. Bolaños will also complete this Tuesday the leaders of CCOO and UGT, Unai Sordo and Pepe Álvarez, in their respective headquarters.

“loose” reform

Bildu yes that is out of the equation, but the Government is reluctant to lose ERC and PNV. However, there is still no progress. The Executive insists that the Republicans have “difficult” to explain their vote against, since their social base is nourished by sympathizers and members of CCOO and UGT, who have begged them to support the text as it is.

The Republicans defend that changes be introduced in the text and, as “guarantees”, amendments signed by the three parties and made public before Thursday

ERC remains willing to negotiate the text. And, above all, raising the flag of the Government’s veto to negotiate it. Because it is one thing for the Díaz reform to be “loose& rdquor ;, which according to the Republicans is, and, the other, is that “what is agreed in an office with the CEOE cannot be touched in the seat of popular sovereignty, precisely, so as not to bother the bosses & rdquor ;. “The first thing missing is content. There are no references to the processing wages or subcontracting. We also passed them a specific wording that affected collective bargaining in Catalonia and for the people, we proposed the recovery of the administrative authorization, not a report from the Social Security Labor Inspection”, insist sources from the Republican leadership, who add who continue to defend the processing as a bill and, as “guarantees”, amendments “drafted and signed by the three parties and made public before the vote.”

In addition, ERC sees it as contradictory that the majority of the left who supports Sánchez had to find out “by the press” of the pact reached between trade unions, businessmen and the Government.

If there were no negotiation on the aspects that the ERC wants to “improve”, the Republicans would vote no. Contacts with Labor continue, but the PSOE has already warned Díaz that it will not accept any change in the labor framework, even if it is outside the decree law subject to validation, that does not have the blessing of employers and unions.

two different pressures

There are also contacts with the PSOE. On January 24, and as advanced ‘El País’, the ministers Félix Bolaños and María Jesús Montero, plus the number two socialist, Adriana Lastra, and the spokesperson in Congress, Héctor Gómez, met electronically with the ERC delegation, made up of Marta Vilalta, Gabriel Rufián and Josep Maria Jove. No progress on reform.

CC, NC and PRC are in the yes, just like Teruel Exists. But PDECat, Más País, Compromís and UPN still maintain suspense

The negotiation with ERC, they assure in Labor, will stay “until the end”. “All avenues will be exhausted,” they insist. The same will happen with the PNV, which demands the priority of regional agreements. This Monday, the president of the EBB, Andoni Ortuzar, they met with the union representatives of ELA, LAB and ESKcentral critics of the reform, and before them ratified the condition that they impose on the Government.

If ERC and PNV do not move from the no, PSOE and United We Can will have to jump a wall in Congress of 173 noes with, at least, 174 yeses and two abstentions. Canarian Coalition (1), Nueva Canarias (1), Regionalist Party of Cantabria (1) are already in the yes, as is Teruel Exists (1), which confirmed its support on Monday night. However, formations like the PDECat (four deputies), More Country (two), compromise (1) or UPN (2) maintain suspense and debate between yes and abstention. Several will hold out until Wednesday to make a decision, depending on how the talks flow or, in the case of the Navarrese foralistas, how the Executive tilts the balance, according to training sources.

The PSOE continues appealing to all groups —the spokesman for the executive, Felipe Sicilia, from Ferraz, and also Bolaños did it this Monday again—, although in private he insists that the only door is this, the Cs, because ERC weighs “her pressure to compete with Yolanda by the same electorate in Catalonia” and about the PNV “ELA and LAB pressure“.

The game continues, without the supports being guaranteed for now. Until the last breath.
