President Vladimir Putin instructed to consider a bill to toughen punishment for government officials for the use of torture before July 1. List of instructions of the head of state following the meeting of the Council for the Development of Civil Society and Human Rights published on the Kremlin website.

“Recommend to the chambers of the Federal Assembly of the Russian Federation to consider a draft federal law that clarifies the concept of “torture” <...> and establishes increased responsibility for the commission by representatives of the authorities of a criminally punishable act with the use of torture,” the report says.

Speakers of both houses of parliament Valentina Matviyenko and Vyacheslav Volodin were appointed responsible for the execution of the instructions.
