Lukashenka promised Belarusians “normal people in management”

The Belarusian president stressed that a new generation should be allowed to come to power. However, this should be done “without noise, without dust.”

To accusations that only he needs to change the main law of the country, Lukashenka replied that he had many other questions and he “absolutely does not need this process.”

The Belarusian President announced plans to change the Constitution in the spring of 2019. In June 2020, he announced preparations for the development of amendments. After the presidential elections on August 9, 2020, Lukashenka announced that, with the help of amendments, it would be possible to give part of the presidential powers to other branches of power.

In October 2021, the upper house of the National Assembly of Belarus adopted the draft law “On Amending the Constitution of the Republic of Belarus”. According to Lukashenka, this project will be submitted to a referendum in early 2022. According to him, when a new constitution is adopted in Belarus, he will no longer be president.

On December 27, 2021, Belarus published a list of proposed amendments to the Constitution. They prohibit holding the presidency for more than two terms. At the end of the term, the president will be able to become a life member of the upper house of parliament.

If the amendments are adopted, the president will have the right to introduce a state of emergency on the territory of Belarus in attempts to forcibly change the constitutional order, seize state power, armed rebellion, and riots that threaten the lives of citizens and territorial integrity. The decision will have to be approved by the Council of the Republic.

An article on the immunity of the president may also appear in the Constitution of Belarus. He will not be held accountable for the actions committed in office. If the president violates the Constitution or commits treason, the All-Belarusian Assembly will be able to remove him from his post.
