Extension of the measures to purchase the dwelling house

The 2022 maneuver extends to 31 December 2022 (the previous deadline was 30 June) the terms for applying to obtain some benefits from the Guarantee Fund for the first home and to have the concessions for the purchase of the first home recognized already provided for individuals who have not turned 36, with an Isee not exceeding 40 thousand euros per year (so-called “first home under 36”). For these purposes, the Fund’s budget is reinforced with an additional 242 million euros for 2022.

The Fund, established by the Stability Law for 2014, provides for the granting of first demand guarantees on mortgages, for a maximum amount of 250 thousand euros, for the purchase – or for the purchase also with restructuring measures provided that energy efficiency – of real estate units located on the national territory to be used as the principal residence of the borrower.

Consap is the manager of the Fund. The “Sostegni bis” decree (legislative decree 73 of 2021) provided for the exemption from stamp duty and from mortgage and cadastral taxes on deeds relating to transfers of property or on translation or constitutive deeds of bare ownership, usufruct, use or dwelling , of first residential homes, in favor of individuals who are under the age of thirty-six with an ISEE not exceeding 40,000 euros per year.

Support for employment and training

Some measures to support employment and training are extended. The coverage of these solutions is in the hands of the Social Fund for Employment and Training, which for this reason is “reinforced” with 321.4 million euros for 2022 and 300 million euros per year starting from 2023. Among the financed measures, those of income support for employees of companies in the call center sector (a sector that sees a significant presence of young people).

Twenty million goes for this purpose. Again with reference to the Fund, the Budget law increases the resources allocated to apprenticeship and school-work alternation training courses by 50 million euros for each of the years 2022, 2023 and 2024. The resources are allocated to training courses for apprenticeship for the professional qualification and diploma, the upper secondary education diploma and the higher technical specialization certificate and those relating to alternating between school and work.
