Mario Draghi overcame political conflicts, mediated on the figures, collected a measure that was immediately appreciated by the trade associations. The flow decree returns a government choice to respond to the shortage of manpower. The text signed by Draghi foresees double the number of migrants from last year but also from previous years. The Prime Minister himself announced the need for a supplementary decree if the need for workforce requires it. An address that is not in contrast, beyond appearances, with the flow of landings characterized by a 2021 budget that has doubled compared to last year.
Transitional programming
The provision, signed on 21 December, speaks of “transitional planning”. It contemplates for the migrants authorized to enter «reasons of seasonal and non-seasonal subordinate work and self-employment». The “maximum overall quota” is “69,700 units”. At Palazzo Chigi the text remained disputed for several days in the final filings: the topic of discussion was the total number of admissions. The flow decree was developed primarily by the technicians of the ministers Luciana Lamorgese (Internal) and Andrea Orlando (Labor) together with the Foreign Ministry. The final word to Draghi being a Dpcm, now famous acronym of decree of the president of the council of ministers. There was no longer any objection to the final figure.
Probably another decree
“We are responding to a request from the Italian industry, especially in the construction industry, which is even greater than this figure,” underlined the prime minister at the traditional press conference at the end of the year. The Minister of Labor Andrea Orlando confirms: the quantification of the decree is «an important number, more than double the number expected in the last 10 years. Yet it is below the needs that are represented to us ». Businesses appreciate. At this point we will see the strength of numbers with respect to needs. «So let’s save the harvest» exults Coldiretti. The decree, for example, provides for 20 thousand foreigners destined for the “sectors of freight transport on behalf of third parties, construction and hotel tourism”. The origin is indicated in the text and concerns Asian, African and Eastern European countries.
Landings, double compared to 2021
The theme of landings has often been present in the political debate, fueled by the Lega and Fratelli d’Italia. But never on the front line. The numbers, of course, are eloquent. The daily statistical dashboard of the Ministry of the Interior records 64,100 migrants who had arrived on our shores since 1 January 2021 as of December 22nd. In the same period last year there were 33,745 while two years ago they were limited to 11,280. In the second half of this month there was a peak of arrivals between 16 and 17 December with 730 foreigners. The Tunisians are in the lead among the nations of origin (15,477) followed by the Egyptians (8,135) and the Bengalis (7,656). The issue will come to the fore again. Of course, Draghi urged the whole of Europe to commit itself seriously on the issue.
