The abstracts of the report also state that 60 specialized fire and rescue units have been created throughout the country to increase the efficiency of fire fighting.

A shortage of specialists is also observed among the inspectors of state fire supervision. “The resource of 13,000 inspectors for 2.5 million supervised facilities and the entire housing stock of the country is insufficient, by 2025 we plan to double the number of state supervision inspectors to 25,000,” Chupriyan said in the abstract of his speech.

According to the ministry, which will also be mentioned in the report, in 2021, fire departments extinguished 622 (there were less than 598 last year) large fires in an increased category of complexity, an average of 2 large fires per day.

Last year in Russia, the number of man-made fires decreased by 11% compared to the previous year. Of the total – 390 thousand fires – ¾ were in residential buildings. Despite the fact that there were fewer fires, the death toll increased by 1.3% and amounted to 8,416 people, including 380 children.

On average, 1.1 thousand fires occur daily in the country, in which 23 people die and about 120 objects are destroyed. In fact, every minute and a half there is a new fire, every hour one person dies in the fire. The material damage from man-made fires over the past year exceeded 15 billion rubles, according to the abstracts of the report.

It also says that in 2021, the Ministry of Emergency Situations carried out more than 2 million combat responses, eliminated the consequences of 386 emergencies, put out 390,000 fires and saved a total of 260,000 people.

Problems of the past

Earlier, RBC reported problems with a shortage of personnel and a lack of material and technical means. In July 2018, by order of the head of the department, Yevgeny Zinichev, an internal audit was carried out at the Ministry of Emergency Situations. At the conference call, the head of the National Crisis Management Center of the Ministry of Emergency Situations, Viktor Yatsutsenko, made a report on the results of the audit. Then the current shortage of personnel in the fire department was 23.1 thousand people, the shortage of guards on duty – 10.8 thousand. The audit also revealed a critical state of affairs with the equipment of rescuers and firefighters. The report said that the provision of the logistics service and weapons in 2018 is: food – 88%, things – 21%, fuel and lubricants – 36%, funds for the maintenance of equipment – 20%. The problems voiced by the head of the NTSUKS arose during the period when the Ministry of Emergency Situations was headed by Vladimir Puchkov. Then the budget of the department was consistently reduced: in 2015 it amounted to 183.4 billion rubles, in 2016 – 172.0 billion, in 2017 – 168.7 billion. Evgeny Zinichev ordered to eliminate the shortcomings identified by the audit.

Climate change

Chupriyan will also report to the President that due to changes in climatic conditions, the number of natural, man-made, biological and social emergencies has increased. In 2021, their number was 386, which is 17% more than in 2020. The state suffered losses in the amount of 48 billion rubles.

The scale and pattern of floods and floods has increased. In 20 regions, about 15 thousand residential and country houses, more than 30 thousand household plots and 270 socially significant objects fell into the flood zone. At the same time, 47 people were injured, 211 people were saved, 10 people died.

At the same time, as a result of high temperatures, dry thunderstorms and lack of precipitation, 24 natural fire emergencies occurred in 17 regions, 2 of which were interregional.

In total, 3,210 natural fires occurred in the country in 2021, their area was more than 8.5 million hectares. The main fires were recorded in Yakutia – 1,696 fires with an area of ​​8 million hectares, in the Irkutsk region – 590 fires with an area of ​​462 thousand hectares, in the Tyumen region – 686 fires with an area of ​​almost 194 thousand hectares.

The total area of ​​forest fires was about 8 million hectares. Yakutsk and other settlements found themselves in thick acrid smoke, the number of people seeking medical help increased sharply. Due to smoke in Yakutsk, the airport and ferries were closed, traffic was paralyzed, including on federal highways. Smoke reached not only neighboring regions, but also Kazakhstan.

The nature of risks is changing, and fires are occurring even in areas of the Far North, the report says. In 2021, there was a rare case of a fire in the Arctic, when the forest-tundra burned even at a temperature of minus 15.

Also, a certificate was prepared for the minister, according to which, in 2021, the number of man-made emergencies increased by 14% – there were 190 man-made accidents, among them methane explosions at the Listvyazhnaya mine in the Kemerovo region, where 51 people died, and in the collector of the village of Dmitriadovka Rostov region (12 dead).
