Croatia finished third in their initial group. It beat Great Britain, Estonia and Ukraine and lost to Italy and Greece.
Finland has excellent experiences with Croatia from World Cup qualifying. Finland won both at home in November and away in July.
In the world ranking, Croatia ranks 21st, Finland 35th.
The winner will face the winner of the pair Spain–Lithuania.
