The cases exposed on social networks of people who until now have not managed to request the Youth Cultural Bonus through the website set up for it by the Ministry of Culture are abundant and diverse. Summarize a tweet: “It is easier to get out of drugs than to ask for the Youth Cultural Bonus.”

The main impediment is that many young people lacked an electronic certificate or permanent pin code”.

The experiences of three young people interviewed this Tuesday by EL PERIÓDICO, from the Prensa Ibérica group, question whether they have “corrected all the mistakes” and highlight the difficulty of the process.

Laura Navarro, 18-year-old high school student, sent a letter to the Entre Todos section of this newspaper stating his complaint. She contacted by phone, she explains that she has been trying intensely to apply for the Youth Cultural Bonus since July, except during August. Of the three identification channels through which management can be carried out (electronic DNI / Electronic Certificate, PIN Code and Permanent Code), chose the Permanent Key. “It’s not easy to get it,” he says. “I had to consult several websites and videos to learn.” In any case, he got it. But every time you reach the last step of the procedure, having got there with your Permanent Password, you get this message: “Wow, something went wrong. You need to have an advanced registration (with an electronic certificate or in person) with Cl @ve PIN or Permanent Cl@ve to be able to make this request”.

A similar warning always appears in the last stage to Vinyet Roig, Physiotherapy first year student. She chose to become Electronic ID, a “quite cumbersome” procedure, he says, which includes requesting an appointment at the Tax Agency, going there to obtain the code and download the document. “It’s frustrating. I no longer have much faith in getting the Youth Cultural Bonus,” she confesses.

Clara Ruiz, first year student of Translation and Interpreting, couldn’t get past the early tab “What kind of applicant are you?” the first times that she tried to apply for the Youth Cultural Bonus. But one day she could. As she is a minor, she cannot use the electronic DNI / Electronic Certificate route and chose the Permanent Key option. To obtain it, she requested, as indicated, a prior appointment at the Tax Agency, to which she had to go accompanied by her father or her mother. This Tuesday she was informed that she must go to the Tax Agency without an appointment, also accompanied by one of her parents. She will do it, she believes, but at the cost of missing classes and annoying his father or his mother. “The system is very complicated -says Ruiz- and it makes me angry that turning 18 in November makes it even more so”.

The Ministry of Culture extended this Tuesday until October 31 the deadline for applying for the Youth Cultural Bonus. In addition, the aid can also be requested from this Tuesday at any of the 2,389 offices that Correos has open in Spain, through a form available on the website bonoculturajoven.gob.es that applicants have to fill in, print and sign; with this formula ‘only’ a printer is necessary.

The ministry reported that 378,417 people have started the application process for the Youth Cultural Bonus, 227,420 have managed to identify themselves digitally and only 166,520 have managed to complete the application correctly. According to data from the National Institute of Statistics, 488,794 people were born in Spain in 2004 and therefore they have the right to request the Youth Cultural Bonus in the 2022 call.

851 cultural companies already offer their services and products through the Youth Cultural Bonus and 3,500 have applied to join the program, which offers 400 euros for cultural consumption to people who turn 18 in 2022.

The renewal of the Cultural Bonus for youths who turn 18 in 2023 it is included in the General State Budget project that has just been presented.
