The German law enforcement authorities and the International Criminal Court are also investigating the war in Ukraine. Possible witnesses and/or victims are also being sought in Germany for the criminal prosecution of war crimes.
Anyone who fled to Germany from Ukraine because of the war and was a witness or victim of war crimes is asked to contact the authorities.
The war crimes are about:
- Attacks on civilian facilities/infrastructure
- torture, rape
- Mistreatment, killing of civilians/prisoners of war
- looting
- hindrance to humanitarian aid
- Use of special types of bombs such as cluster bombs
Anyone who has been a victim or has clues/evidence (e.g. photos or videos) or who can identify other victims/witnesses or perpetrators is asked to assist international law enforcement and provide the information.
The Berlin police said: “You can contact any police station in your area. This will receive initial information using a questionnaire, which is also available in Ukrainian, Russian and English, and will pass it on to the responsible authorities.”

The multilingual flyers will be available from Thursday in all police sections, in the immigration office, in the Tegel Welcome Center and in the accommodations for Ukrainian refugees.
