Why weren’t city parks in Ghent closed during the height of the storm?

At around 8:30 am, a code orange was issued by the RMI in the province of East Flanders. However, the city parks, including the Citadel Park in Ghent, were not closed. In Antwerp and Brussels, where code yellow applied, the city parks were closed. Wouldn’t the city council in Ghent have done the same? “We must also ask ourselves how we can safely close such a park,” says acting mayor Isabelle Heyndrickx (CD&V).
