The Civil Guard points out in its report of conclusions on Democratic Tsunami to nine people as members of the leadership of the platform that coordinated the largest mobilizations against the ‘procés’ sentence. For the judge of the National Court Manuel García-Castellón, these are not enough and, in addition to charging those proposed by the police force, he includes two other people whom he mentions, but without attributing special responsibility to them, and, therefore, of course, toThe former president of the Generalitat Carles Puigdemontwhom he considers should be interrogated as a defendant.
Aware that Puigdemont’s accusation is far from his competence, Because as an MEP he is qualified before the Supreme Court and only the high court could investigate him after submitting the corresponding request to the European Parliament, García-Castellón offers him the possibility of voluntarily declaring at the National Court as being investigated for terrorism within the framework of the actions of Democratic Tsunami. These are the elements on which he bases his statement to be deemed necessary:

In it, meetings are scheduled for the former Catalan president in Geneva at the end of August 2019, on the same days that prominent pro-independence leaders did so, such as the general secretary of ERC, Marta Rovira, or the leader of EH Bildu Arnaldo Otegi, to presumably talk about the release of Tsunami Democràtic. The magistrate places Puigdemont in one that was held with sovereign entities.
On Alay’s cell phone there is a screenshot from August 20 in which he speaks with the journalist and also investigated Jesus Rodriguez Selleswhich tells him: “On Monday, August 26, the profiles of the Tsunami Democràtic campaign will be announced in response to the Supreme Court ruling. I suppose that from Òmnium they will report directly to President Puigdemont. I’ll advance it to you so that you have proof.”. The platform was launched on the 28th. The judge considers that this mention implies that the former president could have participated in the launch of the platform and it should be investigated whether this was the case.
In another screenshot, Rodríguez reports to his interlocutor (presumably Alay), that the “Tsunami Democràtic coordination group has doubts about the date of its launch as a movement on social networks, considering August 26 with the support they had at the time, or on August 30, after a meeting in Geneva (Switzerland)” due to the risk that it would be vetoed. And asked to “transfer the doubt to the president” so that when the launch took place was supported by networks. The judge also highlights that Puigdemont’s support was one of those that blessed the new platform on September 2.
Conversation with Campmajó
The judge also highlights the conversation found on the cybersecurity expert’s devices Josep Campmajóalso investigated, between him and Carles Puigdemont, between October 18 and 20, 2019, in which direct reference is made to the Tsunami Democràtic platform as a tool for achieving independence.
