More affordable new housing for bus drivers or educators! So that more social housing can be built in the capital again and that medium-income people also have a chance of obtaining the necessary housing entitlement certificate (WBS).
The main committee of parliament will deal with the new funding conditions of building senator Christian Gaebler (58, SPD) on Wednesday.
NEW for builders: For 2024/25, an average of 300,000 euros per apartment will be funded. Berlin offers full funding via the investment bank (up to 20 percent equity) – there is no need to borrow capital at high interest rates.
NEW for tenants: In the future, there will also be a WBS for those with an average monthly income of 1810 to 2200 euros/net. The rent will be 11.50 euros net per square meter. 305,000 households could benefit from the expanded group of beneficiaries.
On the free housing market, bus drivers, educators & Co. have little chance with new building rents of 20 euros/sqm – they would have to raise up to half of their household income. They also compete with high earners.
Even for the lower income groups, the rent increases slightly to 7 or 9.50 euros/sqm when they move in. However, the newly subsidized apartments will be available in two years at best.
The black-red Senate wants to promote 5,000 new social housing units in the year – last year it was approved in 1935. 2,039 social housing units were ready for occupancy, of which only 66 were owned by private builders and 1,973 by municipal companies. Neither the subsidy nor the amount of the social rents were of interest to private builders – the commercial banks did not play a part in the financing either.
BZ shows examples of rent charges for different income limits. The additional costs were calculated at 2.31 euros/sqm:
