The judgment of the Gürtel case, first period (1999-2005), establishes that between Francisco Correa’s group and the PP, an authentic and effective system of institutional corruption was created “in parallel through mechanisms of manipulation of central, regional, and local public procurement through its close and continuous relationship with influential militants of said party, prosecuted here, who had the potential to influence decision-making procedures in public procurement of certain public entities and organizations that were directed or controlled directly through third parties”.
