Today the President of the European Commission Ursula von der Leyen handed over to Prime Minister Rutte and Minister of Finance Kaag the positive decision of the European Commission on the Dutch Recovery and Resilience Plan (HVP). The Netherlands has drawn up this plan in order to be able to claim money that has been reserved for the Netherlands in the European corona recovery fund.

The Dutch HVP focuses on themes that are of major importance to the government, such as public housing and the labor market. The HVP also continues to invest in digitization, education and healthcare.

In the plan, the Netherlands is also fully committed to the energy transition. Almost half of the investments contribute to a green economy. 35% of the investments contribute to achieving REPowerEU’s goals of making the European economy more sustainable and less dependent on Russian fossil fuels.

On 8 July 2022, the cabinet formally submitted the Dutch Recovery and Resilience Plan (HVP) to the European Commission. The plan includes 49 measures, of which 21 are reforms and 28 are investment plans. The plan is the result of good cooperation between the specialist ministries and implementing organisations, and the involvement of local authorities, social partners and gender organisations.

The consultations of the European finance ministers in the EU (the Ecofin Council) now have one month to approve the European Commission’s implementing decision.
