From 1 July 2023, municipalities can again register for a possible contribution from the Public Housing Fund at the counter. For 2023 – subject to parliamentary approval – € 280 million is available to improve the quality of life in vulnerable neighborhoods through restructuring. Urban focus areas and border regions are given priority when the grant is awarded. Municipalities have until 12 noon on 16 October 2023 to submit an application for a financial contribution.

Simpler and more accessible

The scheme is the successor to the scheme from 2021. At that time, municipalities that had submitted a successful application received a total of € 450 million. The Public Housing Fund was set up to improve houses with the intended result being a more livable and safer neighborhood for residents.

Compared to 2021, the scheme has been simplified and made more accessible.

  • Municipalities with urban focus areas can submit established area plans with their application. No separate substantiation is required if the application forms part of a larger and coherent whole, the area plans. This limits the administrative burden.
  • The minimum number of homes has been reduced, so that smaller municipalities can meet the requirement sooner.
  • Restructuring and realization of social facilities are now also eligible for a contribution.
  • Corporations with speckled property can receive a contribution from the municipality for the inponding of homes to restructure.
  • Sustainability is now linked to existing subsidy schemes, making the scheme more understandable and feasible.

Interactive digital meeting for municipalities

On Thursday, July 13, 2023, the Ministry of the Interior and Kingdom Relations will organize an interactive digital meeting about the Public Housing Fund from 9:30 a.m. to 11:30 a.m. Municipalities are cordially invited to participate. During the meeting, the how and why of the Public Housing Fund will be explained and there will be an opportunity to ask questions. You can register via [email protected].

In the second half of August and the first week of September, municipalities can use the opportunity to have a specific discussion about an application. This conversation takes place in a so-called ‘VHF floor room’ with an employee of RVO, BZK and possibly a member of the housing expert team.
