On July 1, 2022, Justis launched a new product: the Declaration on Police Behavior, or VOG P for short. The number of employers and positions for which the VOG P is mandatory has been expanded from May 1, 2023.

Expansion

From 1 May 2023, the VOG P obligation also applies to positions at municipalities in the fields of public order and safety, Bibob, subversion, information provision and supervision. Furthermore, the VOG P has become mandatory for all special investigating officers (boas). Finally, the VOG P-mandatory functions at the Custodial Institutions Agency have been changed.

Not changed

There are no changes for the other employers and positions already designated as of 1 July 2022. Also, nothing changes in the way in which a VOG P must be applied for.

Transition period

A transitional period applies to the mandatory VOG P for all boas:

  • If the VOG NP is issued before 1 May 2023, Justis will still accept it, provided there is NO question of (an application for) the power of violence (Article 7, paragraph 1 of the Police Act 2012).
  • If the VOG NP has been applied for after 1 May 2023, it will no longer be accepted.

For all other existing employees in the newly designated positions, who now still have a VOG NP, this will remain sufficient. A VOG P is only mandatory for them if the employer requests it after 1 May 2023. For example, in situations where periodic or continuous screening is applied.
