The right to vote is known in the Constitution as active suffrage. To be eligible for this, a voter must have Dutch nationality, be 18 years or older and not be excluded from the right to vote. The latter only happens after a court ruling.
In addition to active suffrage, there is passive suffrage. That is the right to be elected.
People aged eighteen or older not have Dutch nationality and have lived legally in the Netherlands for at least five years, are allowed to vote in municipal elections and water board elections. Citizens from EU member states who come to live in the Netherlands have immediate voting rights in municipal elections, elections for the European Parliament and water board elections.
