The plan involves an initial investment of $3.1 billion. The aim is to establish an advisory council, in consultation with the World Meteorological Organization (WMO) and the United Nations Disaster Risk Reduction Agency (UNDRR), to help countries implement warning systems to mitigate damage. The project should be rolled out worldwide within five years.
A warning 24 hours in advance can limit the damage by 30 percent. This while half of the world does not have such a system. The death rate there is therefore eight times higher than in countries that do have an early warning system.
