Ukrainian Foreign Minister Dmitro Kulba called on the international community at the annual Munich security conference to supply cluster munitions to his country. According to Koeleba, the use of the ammunition is legal in Ukraine, as the country has never signed an international treaty that prohibits the use of such weapons.
