Residents of the Luhansk region of eastern Ukraine have been urged by regional authorities to leave immediately. A large-scale Russian offensive is expected soon; Russian troops are already attacking some villages in the province. At one of those villages, Kreminna, four fleeing civilians are said to have been shot.
