Due to the war in Ukraine, the Netherlands is currently receiving approximately 60,000 displaced persons. This poses major challenges, including for healthcare. The Medical Care Scheme for Displaced Persons from Ukraine (RMO) will come into effect on 1 July 2022. This makes it easier to declare the reimbursement of medical care for refugees from Ukraine.

The Medical Care Scheme for Displaced Persons from Ukraine (RMO) will come into effect on 1 July. This is how care for displaced persons from Ukraine is reimbursed. This scheme has the same care package as the existing package for asylum seekers (RMA). In addition to the care from the basic package, certain care outside the basic package is also (limited) reimbursed, such as oral care for acute pain complaints, contraception and abortion care. Healthcare providers declare their healthcare costs through their regular declaration system. Because refugees from Ukraine are not received in the same way as asylum seekers (who are received through the COA), a different declaration system was necessary.

Care provided to displaced persons from Ukraine from 1 July 2022 is reimbursed under the new Regulation on Medical Care for Displaced Persons from Ukraine (RMO). Displaced persons with a citizen service number can be found in the insurance data from 1 August.
The subsidy scheme at the CAK remains available for displaced persons without a BSN. In due course it will also be possible to declare these declarations to the CAK via the regular declaration system. This reduces the administrative burden for healthcare providers. From now on, it is no longer necessary to report to the uninsured reporting center for the submission of claims.

Displaced persons who go to work are obliged to take out insurance for as long as they work. Due to the often short-term employment contracts, it has been decided that, as long as they fall under the EU Protection Directive, the insurance obligation will not be maintained from 1 August 2022. This means that working displaced persons will no longer have to take out health insurance from 1 August. They then fall under the Medical Care Scheme for Displaced Persons from Ukraine (RMO). Health insurers will terminate the health insurance policies already taken out on 1 August. Displaced persons receive a letter about this. Displaced persons are offered the option to retain health insurance. However, this is an unattractive choice, because no health premium or deductible has to be paid for the RMO. The care package of the RMO is also broader than the basic package.
