On Tuesday, Russia promised to “drasically” reduce military activities around the Ukrainian cities of Kyiv and Chernihiv. Bearing in mind the failed truces around Mariupol, however, Ukraine and the West are hesitant about whether Russia will keep that promise. ‘First see, then believe’ is the motto for the time being.
