17 years ago a group of professionals very diverse, appointed by the president of the Generalitat Pasqual Maragallthey gave him a report, which he had commissioned half a year earlier, on good government and administrative transparency. The work, according to the government agreement that approved it, should focus “on the principles that should guide the actions of the Catalan public administrationsof its organizations and companies and of its political and professional leaders to ensure the transparency in the management of public resources and equality in the access to information on this management by all citizens, organizations and companies & rdquor ;, adding that “the report may include recommendations on possible reforms regulations or administrative procedure that guarantee respect for said beginning and reduce the risk of practices deviating from the general interest & rdquor ;, and that “it must also present proposals for the reinforcement of a Civic culture that reject as unacceptable those practices & rdquor ;.

The agreement clearly expresses the objective of the assignment: “A society that wants to be competitive in the international sphere, ambitious in its collective objectives and efficient in the use of its public resources must have a political and administrative system managed by elected officials and professionals who respect at all times the principles of integrity personal, loyalty to the public interest and performance transparent to its management & rdquor ;.

Although it is clear that the political management at all institutional and administrative levels is in many cases far from transparency, rigor and honesty -let’s pay attention only to the cases of corruption-, it is also true that there are thousands and thousands of elected officials and managers and officials who carry out their work correct wayadjusted to current legislation and willing to render service to citizenship.

I admit that on more than one occasion I have recalled the content of this report and regretted that has not been applied in a generalized way. However, lately the information that is appearing in the media about the actions of the president of the Institució de les Lletres Catalanes, Ms. Laura Borràs, when granting a friend of hers several installment contracts below 18,000 euros, an amount to from which a personal bestowal cannot be made and it is necessary to make a public contesthave produced a huge dislike and greater irritation, since instead of assuming the faultof trying to justify the deception and of committing himself not to do anything like that again, has taken advantage of his new dedication to politics and his institutional charges to turn the accusation of an administrative and economic crime into an attack on his political ideas and the state repression to independence.

When the events that are about to be judged occurred, nobody knew the political ideas who had done it, and everyone who has worked in the administrations that hire external services has knowledge of the economic limits of direct awards, of fragmentations of a commission in various variants so as not to exceed the figure and of the call for competitions. Each procedure has its conditions and must be carried out following current legislation and not personal interests. It should not be complicated at all to provide data showing that this did not happen. Nor will it be proven otherwise. We wait for the judgment. To date, however, there is more published data in favor of fragmentation and of the agreement between who awarded and who received the contract than the opposite.
