Rafael Grossi, the chief executive of the International Atomic Energy Agency (IAEA), is on his way to Russia to discuss the “precarious situation” at the nuclear power plant in Zaporizhia, in southeastern Ukraine, with President Vladimir Putin. The Russians have occupied the nuclear power plant, the largest in Europe, since March 2022.
