53-year-old Daniël L. from Pesse, who has been stalking and threatening civil servants and mayor Karel Loohuis of the municipality of Hoogeveen for years, also harasses future mayor Martijn Breukelman. This became apparent this afternoon during summary proceedings at the court in Assen.
L. was detained again in July last year for threatening municipal officials and the municipal council. The judge sent the Pessenaar home at the beginning of February to await the criminal trial at home.

According to the municipality’s lawyer, the fear is not unfounded. L. recently wanted to attend a council meeting, despite a building ban. He was then excluded, it remained a skirmish in the hallway, the counselor said.
This is one of the reasons that the municipality is requesting a location ban for an area of 500 meters around the town hall. The judge thinks this is a large area: “A radius of 500 meters does entail a significant restriction of freedom.”
L. is remaining relatively calm at the moment, the lawyer said. “He is free and under the radar. Apart from a few emails, there is no contact. The man has been convicted before and will not repent. We want to prevent accidents,” said the counselor.
The court will make its ruling next week.
