According to the Ukrainian government, the horror in Mariupol is the work of Mikhail Mizintsev (59). That Russian three-star general would be in command of the siege of the badly ravaged city. That’s hard to verify, as is the claim that he’s carried on with just as much brutality in Syria before. But there is no doubt that it was he who issued an ultimatum to Mariupol — and that his power in the Russian army can hardly be exaggerated.
