The combined WLTP statement is always used as the basis for comparing consumption. After all: WLTP is the current standard for measuring consumption (and emissions) of cars and combined use is most representative of daily practice.
Only hybrids that do not have a plug are included. These are hardly comparable in these statements and the actual consumption depends too much on how much you drive ‘electrically’.
