The United Nations does not currently have the mandate and technical capacity to investigate Russia’s claims that there are biological warfare programs in Ukraine, stated UN Deputy Secretary General for Disarmament Affairs Izumi Nakamitsu at a meeting of the UN Security Council.
“The UN is not aware of such military programs. I would also like to point out that the UN currently does not have the mandate or the operational or technical capability to verify this information,” Nakamitsu said.
She noted that the relevant instrument of international law in this case is the 1972 Biological Weapons Convention, which prohibits “the development, production, acquisition, transfer, stockpiling and use of biological and toxin weapons.”

Russia requested a meeting of the UN Security Council on the issues of military biological activities of the United States in Ukraine after the Ministry of Defense reported on the discovery of evidence of the existence of laboratories where biological weapons were developed. The official representative of the department, Igor Konashenkov, claimed that their activities were funded by the Pentagon.
