To the technical debate on the implementation of an urban toll in Barcelona you have to add the political price and social perception. Regarding the former, the entities that this Tuesday have Submitted your rate proposal. They have before them a low emission zone (ZBE) that has given the citizen a message that is as involuntary as it is clear: change car if you do not have an environmental label and so you can continue entering the big city at the wheel of your own car. Now, with urban tolls, things take a major turn: it doesn’t matter if your vehicle pollutes a lot or a little, you will pay the same. That, politically, is complicated to handle. It is, in fact, the eternal representation of the double battle of mobility, against pollution and against traffic and occupation of public space.
For the latter, the entities brandish a survey conducted by the GESOP to 813 people over 16 years of age and residents, in almost equal parts, in the Metropolitan area and in the Catalan capital. The survey presents a first revealing fact regarding the use of the car or the motorcycle according to gender. It is the umpteenth proof that this private vehicle is a thing for men, since they use it daily or very often in 44.3% of cases and women, in 24.3%.
The survey reveals that 51.5% of those interviewed are in favor of introducing a rate between seven in the morning and eight at night. The responses are identical whether the respondent lives inside or outside of Barcelona. But his opinion changes slightly if they use the private vehicle on a regular basis. In this case, those who do not see it clearly are 61.3%. At the other extreme, those who claim never resort to car or motorcycleembrace the proposal in 55.8% of the cases.

Regarding the place of birth, there such substantial differences as peculiar.
