The Minister of Territorial Policy and Democratic Memory, Angel Victor Torres, has denied that the transfer of powers regarding migration to Cataloniaas the Government of Pedro Sánchez agreed with Junts, will assume that the Catalan Government can refuse to welcome unaccompanied minorsalthough he has specified that the legislative text still needs to be defined.
This is how Torres spoke at an informative event by ‘SER Cantabria’ about the agreement between the Government and Junts for the transfer of migration powers, where he wanted “dispel the false claim” that Catalonia will be able to refuse to welcome unaccompanied minors from other territories.
Precisely, the President of the Government, Pedro Sánchez, entrusted Ángel Víctor Torres with the Presidency of the Interministerial Commission on Migrationjust a few days before the agreement reached with Junts on this matter.
In any case, Minister Torres has specified that the agreement with Junts will not mean a transfer to Catalonia, but rather Powers regarding migration will be delegateda mechanism that, as explained, gives the State the possibility of recovering these powers.
There is still no specific text
Of course, Torres has recalled that There is still no specific text for the transfer of these powers in matters of migration, adding that Junts is in its “maximum proposal”, although it has specified that it subsequently has to be submitted to the Congress of Deputies, denying that it is not constitutional.

And in response to the request of the Lehendakari, Iñigo Urkullu, that these powers also go to the Basque Country, Minister Torres recalled that It is a demand that has already been agreed between the PNV and the PSOE and believes that it is going in the right direction to materialize within three months.
However, Torres explained that the reception by territories of unaccompanied minors arriving in Spain was optional until a couple of years ago, when a distribution was agreed, insisting that no community can reject reception.
