The ‘ministry’ of the Presidency will publish the calls for the different positions derived from the job offer before December 31
The Generalitat of Catalunya will launch before the end of the year a process of stabilization to consolidate 46,828 places currently occupied by interim. Before the end of this month of May, the Catalan administration will offer these places, with the details of the calls and the publicized bodies. And from there and before December 31, it will convene and materialize the different calls, by departments and bodies, of said places. This was unanimously agreed on Monday with the most representative public service unions, in order to comply with the new law to reduce the abuse of temporary public employment approved on December 2 in the Congress of Deputies. The stabilization process will be divided between some squares via merit contest -which does not include opposition exam- and other ways oppositionalthough with some modified rules and that will give a greater weight than in previous exams to the accumulated experience.
For the first time in the history of the civil service, thousands of citizens will be able to access a civil servant position without first going through an opposition process. This unique and exceptional measure aims to respond to a situation of chronic eventuality in public services and especially aggravated in the last decade after the cutback policies carried out in the heat of the previous crisis. The services managed by the autonomous communities, mainly health Y educationconcentrate contingency rates for years above 30% and said abuse has been censored by the European courts.
Specifically, the stabilization offer will consist of 11,747 positions for administrators from the departments of the Generalitat, 27,433 positions for teachers and staff from the Department of Education and another 7,648 positions for toilets from the Catalan Institute of Health (ICS). The intention of the Government is to stabilize eight out of 10 positions currently occupied by a public worker with a temporary contract and effectively reduce the eventuality in the administration to 8% before 2025.

In order to respond to the situation of thousands of interims in fraud of law and not leave them on the street after years – some decades – of service, the different administrations, taking advantage of the new law, will publish their respective competition processes before the end of the year of merits. A total of 27,584 beds They will be advertised in this way, as confirmed by the Generalitat. What does it consist on? The details of the process have not yet been fixed, at Monday’s meeting only the number of places has been agreed and the scoring criteria will continue to be negotiated by the Public Function and the centrals in the coming weeks.
A merit contest is one in which any person can apply for the position called to consolidate a public job. You will not have to take an exam, but you will have to limit yourself to accrediting a series of requirements to access the position. Chief among these requirements will be the experience, which according to preliminary talks could count for 60% of the candidate’s total score. Then there would be another 40% to be divided between the training accredited and the language skills. From there a note will come out and a classification will be established, with the best punctuated getting the place and the rest being discarded. Although the percentages are not yet closed and the weight of the experience could vary.

The format is specially designed for those interns who have spent more years in the Administration, but without managing to consolidate a position -either because no oppositions have been called or because the few that have been called have not been overcome-. Although to avoid violating the principles of publicity and free competition that must guide any public offer of employment, anyone can present it.

Parallel to the merits contest, the Generalitat will also call an extraordinary opposition contest, with a total of 19,244 places available. This does require examinations, although it gives greater weight to the accumulated experience than it has historically had in previous stabilization processes. And the commitment of the Catalan administration is that the different tests are not qualifying rounds each other, to minimize the number of opponents who fall out of the process for punctually doing a bad exam. How much the experience will weigh and how much the score obtained in the exams is another of the questions that the Public Function and the centrals must finish specifying in the coming weeks.
