The Generalitat will directly assume the repetition of the oppositions after the fiasco

The Generalitat of Catalunya will assume directly and with its own personnel the repetition of those oppositions that do not meet sufficient guarantees and in order to avoid possible future challenges. He Public Service Department has summoned this Wednesday afternoon the most representative unions of the civil service to give them a first balance of damages after the fiasco last Saturday. A total of 2,619 incidents have already collected in just over 24 hours, through the complaints mailbox. From the IAC, CCOO and UGTand in the absence of the definitive data that the Government will share with them at the next meeting scheduled for Thursday, they assume that a large part of the 72 processes will have to be repeated.

Mobile in the classroom, opponents going to the bathroom without supervision or crowded people and with all the facilities to copy of the colleague are the most repeated deficiencies that the Generalitat has been able to compile so far. All of them serious, that compromise the legal certainty of the process and that can be an argument for someone who has not obtained that position to present an appeal in the future and force the entire process to be repeated.

This is the scenario that both the Public Function and the centrals want to avoid at all costs. More than 13,500 people were registered and only one of these incidents per process can be dangerous enough to force a repeat of the test. “We hope to save as many processes as possible,” said the CCOO spokesman, polished handle. “Our objective is to shield legal certainty”, declared the spokesperson for the IAC, Assumpta Barbens. “We must provide solutions [a los opositores] the sooner the better”, claimed the UGT spokeswoman, iolanda adroher.

However, from the plants they recognize that a probable scenario would be having to repeat more than half of the tests. This coming Thursday, at four in the afternoon, they are again summoned to the Palau de la Generalitat to find out the total number of incidents detected and how many processes will finally have to be carried out again.

Here the commitment of the Catalan administration is to fully internalize the management of the tests. “The Generalitat will assume the process, we have completely lost confidence in the company [Cegos] and we will do it with the mobilization of our personnel”, has declared the Secretary of Public Function, Alicia Corral.

It remains to be defined, apart from the number of tests to be repeated and how many people will be affected, when the tests will be repeated. The centrals advocate distributing the exercises on different dates, in order to facilitate their management. One of the arguments that the Government has given to justify the outsourcing of the process -and its subsequent fiasco- is the large number of candidates -more than 13,500 people- and the diverse number of tests -72 different exams- simultaneously.

Pending legal action against the company

The Generalitat accelerates to repair -as far as possible- the fiasco of last Saturday. The first thing they intend to finish tying this week is how many tests are repeated and when. They hope to have the calendar, although not completely closed, if delimited with the power stations this Thursday. arrives the summer and the vacation they mix with the selectivity processes in institutes, which complicates the agendas. “The sooner the better”, is the shared message.

Although beyond the urgency, the ‘conselleria’ of the Presidency must still decide what it will do with the rest of the oppositions scheduled for the coming months and the contract that still binds it with Cegos, still in charge of organizing them on paper. The “loss of confidence“, as they reiterate from the Presidency, it is total and the legal services are studying how to terminate the contract and if, in addition to the penalty of 75,000 euros contemplated in it, they can sue the company and demand additional compensation.

Who will organize the 14,000 ordinary oppositions that the Consell Executiu approved this 2023? Will the Generalitat assume them directly as it has been doing up to now or will it look for another company to outsource it? These are issues that have yet to be defined by the Government and for which, probably, they will demand explanations from the ‘councillor’ Laura Vilagra in his appearance in Parliament scheduled for Friday.
