The Generalitat stabilizes 12,859 interim teachers after passing their merit contest

He Government of the Generalitat of Catalonia has published this past Friday the list of teachers who have passed the stabilization process to obtain a position as civil servant or labor personnel through the merits competition. A total of 12,859 places linked to the Department of Education, which until now were occupied by staff interim and that they will be assigned to career officials or labor personnel, in compliance with the new law to reduce the temporality in the public function.

It is the most numerous temporary stabilization process carried out by the Generalitat, within the macro process of eventuality reduction in which all public administrations have been immersed in the last two years. Compared to those 12,859 people who have obtained a place, slightly more than 42,000 applications have been denied. A person could apply simultaneously to more than one position.

The Catalan administration makes public the list of stabilized among the teaching staff, once last November it resolved the first merit contest for administrative staff, through which it made 9,459 permanent. Now all that remains is for the competition of health personnel and those linked to the Catalan Health Institute (ICS), which is currently in process but for which there is no provisional approved list yet.

The merit contest among teachers -the most numerous at the level of places- has not been exempt from incidents and criticism from the unions. Now there are only two steps left. First, that the Official Newspaper of the Generalitat de Catalunya (DOGC) collect the list of selected applicants and that, subsequently, said appointments materialize through inaugurations.

Macro stabilization process

At the end of 2021, the Government approved in Congress a law to correct the high temporary employment in the public sector that the Administration has dragged on for decades, concentrated especially in the municipalities and health and education services. European justice has reprimanded the Kingdom of Spain on several occasions for indiscriminate abuse of the interim figure and for lacking control mechanisms to prevent its proliferation. The new norm enables processes to stabilize temporary personnel who have been working in the administration for years without calls for their position. And, on the other hand, create indemnities in the case of those who do not overcome the opposition and are dismissed.

The Generalitat has been negotiating with the most representative unions in the public service for more than a year on how to articulate the stabilization processes. The first and most legally complex is the merit contest, which was resolved this past Friday for the teaching staff. In it they have consolidated 12,717 teaching positions.

The merit contest allows interim workers or any person who applies to consolidate a civil servant position without having to go through a prior opposition exam, only by documenting the expertise and experience required for the position. The objective of this stabilization process framework is to reduce the high eventualities that have existed for years in the public sector. According to the latest data from the INE, 31% of all employed in the administration are temporary, with special incidence in sectors such as health or education.
