The four demands of Junts that prevent negotiations according to ERC

  • Beyond the return of Puigneró, the rest of the post-convergence demands are “unaffordable” for ERC

Shortly before 9 p.m. on Friday, Junts sent his four-point proposal to negotiate with ERC. The demands of the postconvergents, who demand that there be an agreement before Monday, had as a counterpart the withdrawal of the threat to ask Aragonès to present a question of confidence, an exclusive prettogativa of the ‘president’ himself. This gesture by Junts would be understood as his will to remain in the Government. The four demands are flatly rejected by ERC, in the terms that have been expressed, to the point that they require a new proposal to formally sit down to negotiate.

Restitution Jordi Puignero

When Republicans read this lawsuit they were on the verge of folding the page and returning it to the envelope. A journalistic exaggeration, yes, but one that accurately describes CKD thinking. Puigneró was dismissed on Wednesday once he confirmed that he knew that Albert Batett was going to threaten to request a matter of confidence to Pere Aragones and he did not communicate it to the ‘president’. The indignation of the head of the Executiu barely tempered with the passing of the hours. Reinstating Puigneró would be like saying that he trusts the former vice president again or, worse, that he is willing to stone his credibility for preventing Junts from leaving the Government. And it is not the case

The return of the ‘general staff’

The creation of a new ‘general staff’ and the relationship that it should have with the Council for the Republic, the entity created and directed by Carles Puigdemont, It was the main issue for which the negotiation of the Govern pact, between both forces, in April and May 2021, got stuck and delayed. ERC understands that, evicted from the presidency, the post-convergents need this entity (with managerial skills) and under the wings of the CxR to continue to hold a position of strength. The Republicans are open to creating a “strategic space of consensus” that is not above Aragonès and, of course, that is not under the supervision of Carles Puigdemont. According to Efe, Junts wants the first meeting of this new ‘sabnedrín’ to be held next week.

The presence of Junts at the dialogue table

It was the first major fissure of the Govern ERC-Junts. The post-convergents presented their alignment ahead of the celebration of the dialogue and negotiation table with the State, from mid-September 2021, and included organic party positions and not ‘consellers’, Jordi Puigneró apart. Aragonès vetoed those names because he understood that the Government’s plan establishes that the State-Generalitat negotiation is between executives. Now, in the new Junts proposal, the postconvergents demand to have a free hand to line up whoever they want. Whether or not they are ‘consellers’.

The postconvergents, furthermore, demand that the topics to be debated in this dialogue forum be limited to self-determination and amnesty, as indicated in the investiture pact and Govern. Finally, they demand to activate the monitoring commission, the body that must prepare before the meetings and analyze, afterwards, the course of the talks

Coordination in Congress

He has suffered three electoral defeats Laura Borras in his three electoral contests. Two of them at the hands of Gabriel Rufian, in the double elections to the Congress of 2019, the third before Aragonès himself. The final figure in seats was from 13 to 8. When in the summer of 2020, Puigdemont split from the PDECat pnow create Together for Catalonia, only four of those eight left the parliamentary group to go with the ‘ex-president’ and with Laura Borràs. That is, the figure, in practice, is from 13 to 4.

ERC understands that the eternal tune of coordination in Congress is a Junts attempt to recover in the offices the relevance and importance they lost at the polls. In Friday’s proposal, according to Government sources, what is demanded is that jointly negotiate ERC-Junts, both the State’s general budgets, like your own stability of the Government of Pedro Sánchez.

As for the more technical or sectoral votes, Junts asks that the meaning be decided in accordance with what defend the ‘conselleria’ involved. For example, a vote on the expansion of El Prat airport would lead to the ERC voting on whatever the incumbent says happens to Jordi Puignero.

Finally, JxCat demands that a coordination space be created between the Government and the parties with seats in Congress. A commission that would be chaired by Aragonès and the vice president, from Junts.
