The Flemish government will seal a new deal tonight…

For agriculture, the so-called ‘ineligibility threshold‘. Agricultural companies that exceed the set emission threshold can still apply for a permit if they carry out an individual appropriate assessment (thorough environmental investigation). This way, file by file is examined.

Also the external netting is given a place in the agreement and therefore in the decree. This system allows a farmer to take over the emission rights of another farmer who stops farming. This system could be introduced from January 2025, provided that an environmental study shows that it does not jeopardize the proposed reduction target.

What the much talked about list of red companies concerns, the mandatory closure will disappear in 2030. The farmers involved can choose: either close in 2030 (with supporting policy), or remain open. But then their impact score must be below 50 percent, which in many cases will require heavy investments.

An evaluation of the list of peak loaders would follow in 2026.
