The chief commissioner of Mossos warns of the “increase in violence” in crime and against the police

“We are concerned about the proliferation of weapons in organized crime and their use among these groups; We are concerned about interventions with people at risk; and we are concerned about the number of harmful means present in crime generally as well as those aggressive and antisocial responses against the police. And here the defense of the Mossos must be unequivocal and without nuances.” With this forcefulness the chief commissioner of the Mossos d’Esquadra, Eduard Sallent, has referred to one of the problems detected by the Prefecture of the police force Catalan in a message to the commanders.

Sallent participated this Wednesday in specific sessions for Mossos commanders after the restructuring of the regional police a few months ago to “account for the work done so far” and “share the objectives and goals that we set for the immediate future”. Furthermore, he wanted to express one of the main concerns from the Prefecture, which is “the increase in violence.”

Greater complexity

“Violence in all its forms has increased throughout the state: sexual violence, sexist violence, injuries… and this deserves deep reflection and effective responses for each case,” adds Sallent. “The Police officers are not exempt from that reality. -it states-. “Our citizen security and investigation actions are carried out in a context of greater complexity in recent years.”

To counteract this complexity in actions, the Mossos carry out specific actions, such as the dagger plan, “with the desire to reduce the presence of white weapons on the street, in addition to improving the training of agents and defending “the principle of authority and its public reinforcement“. “That’s why we created the virtual police region and the central sexual assault area and That is why we are committed to citizen security patrolling reinforced by public order units,” says the chief commissioner.

Cybercrime

Furthermore, he has pointed out that the body’s challenges involve guaranteeing that people who live or visit Catalonia “feel safe” in the face of the “transformation of crime”, whether due to a more global geographic scope or its typology. “In the criminal panorama we observe an unprecedented emergence of cybercrime that progressively is positioned as the engine of this change,” highlights Sallent, which is why he urges a “strong and unequivocal response” with “innovative approaches, complicity and cooperation” with other security operators.

“Multiple recidivism is one of the great challenges we face. And here it is crucial to counteract the appearance of impunity that this phenomenon is associated with. Doing so is essential because this phenomenon It generates a perception of insecurity, because it further victimizes the victims and because it is a stimulus for the criminal. It is necessary for all public operators to work to reverse the situation: but to do so we also need the legislator to provide us with better legal instruments and for the system as a whole to have the necessary resources. In no case can we allow a climate of impunity to establish itself,” says the chief commissioner.

‘Mossos 2030’

In this meeting with Mossos commanders, Eduard Sallent also spoke about the “organizational perspective” of the body that involves the application of the ‘Mossos 2030’ plan: “A horizon of transformation in which the generational change, organizational modernization and the incorporation of new technologies. Preserving the integral police character that our police have.”

Sallent explains that the “priority” is to reinforce the territory with more troops and more means and that is why resources, such as the agents of the latest promotions, have been allocated to the basic areas and police regions. The next step will be to improve “specialist units that carry out their work in a more direct way in the territorysuch as the Traffic divisions, the ARRO and the Mobile Brigade”.

“As far as the units of the force are concerned, we consider that the situation of deficiencies that the citizen security units had historically suffered has been reversing and that with the new provisions, the new uniform, the new vehicles, or the salary improvements have been given the recognition they deserved. To complete this improvement it is now necessary to invest in their training and training,” he states.

For this reason, he believes that we must “address the renewal of research specialization” that “requires a global rethinking” by “evaluating its resources, its endowments, its work systems or its quadrants.”. And we want to do it in a participatory way with the members of this specialty.”

More proximity

Mossos’ commitment involves a “new structure” that reinforces “the integral nature of our police, expanding it to new areas and new security needs. A structure that gravitates on the direct provision of the service and proximity and that places emphasis on transversal work, on the generation of intelligence and the reinforcement of command structures.”

“Because we believe in the importance of command. Since we are convinced that it is a fundamental element in organizational management and that it adds value. Without a doubt, strengthening the line of command is one of the most important needs identified by all of you. That is why we prioritize the call for command of the different categories and professional scales. That is why we believe in strengthening command structures. Some roles and structures that provide us with leadership and direction, that guarantee operational coordination, that ensure supervision and quality of service, that solve problems and that represent us“says Sallent.

The chief commissioner has also referred to the structural changes within the force that have allowed “the construction of a new, more robust constellation of commands, which emphasizes transformative leadership, responsibility and resilience. Because of all the functions that we managers have, the first is to lead.r, that of directing our units towards objectives”.

“We are aware that in recent years the managerial instability in which we have been immersed has negatively impacted the governance, planning and strategic programming of the organization. We are aware that so many bosses and so many teams in such a short time have had detrimental effects on our organization.n. And that, above all, we need stability pto reinforce strategic credibility, to deploy the decreeto address the transformation of the Mossos d’Esquadra force and to ultimately guarantee a better service to citizens,” concluded Sallent.
