The program foresees actions worth 150 million until 2024 in 23 of the 73 neighborhoods of Barcelona
Barcelona recovered in 2017 an initiative that was born for all of Catalonia with the tripartites that governed between 2003 and 2010: the neighborhood plan. That program worked from the election of municipalities that required certain actions. In the city, the plan was applied with a similar approach: neighborhoods with specific needs are chosen.
Deputy Mayor Jordi Martí He has approached this Friday from his home, where he is confined at home due to a positive covid (in apparent good condition), the main actions starting in 2022, as far as works are concerned: 30 projects with a budget of 29 million euros. The plan in force has a planned period of 2021 to 2024 and actions planned for 23 of the 73 neighborhoods of Barcelona.
According to Martí, unlike the tripartite plan, which focused on the “stone”, the consistory chose to combine two types of action. One, the investments in work, and another, the current expense in a different type of support, for example, educational teams, mediators, psychologists, the commitment to artistic education.
Budget, 150 million
The city council’s neighborhood plan has a budget of 150 million euros. Of that amount, Martí details, about 90 million are for investments and the rest for support actions such as those mentioned above. The neighborhood plans are valid for four years that does not coincide with the mandates. This is intended to ensure that they are not necessarily linked to a government. That they remain in force between mandates.
Martí has alluded to the first plan, which should take place between 2017 and 2020 but whose completion was delayed until 2021 due to the pandemic. There is a connection between both plans, because five of the projects in the second are continuations of processes already started in the second. In 2021, 73 works were completed in the three areas that neighborhood plans preferentially address: the improvement of public space, the improvement or construction of community facilities and the improvement of educational centers, both in terms of their facilities and their your educational project. Examples of the latter are the conversions of centers into school institutes.
Works of this year
The 90 million in works will materialize in 79 projects with an investment of 77 million, to which must be added 13 million that will be dedicated to the highly complex farm plan. Of the 79 projects, 30 are undertaken this year, and six of them have already begun work. The remaining 49 are in “different maturation phases & rdquor ;, explained the councilman. That is to say, some face participatory processes, others are in the paperwork phase, but not yet of works. Of the 30 works that are starting or have already started this year, Martí has highlighted that they have been discussed with the neighbors: “That adds a lot of value”.
The list is long, and the deputy mayor has commented on some of the cases. One is Can Seixanta, in the Raval. Martí recalled that the city council bought the old factory in the context of the first neighborhood plan. Now, with the second, its rehabilitation will begin, which, with a budget of 1.6 million, will allow the Espai Juvenil Kn60 to be located in the warehouses on the ground floor. In addition to the area for the house, there will be a study and work room for cultural, pedagogical and technological innovation projects.
In Carmel, 550,000 are invested in improving the changing rooms of the soccer field. In the Besòs and the Maresme. In Trinitat Nova, 4.2 million are invested in the Institut Escola Rec Comtal. The physical space is improved and an educational project focused on science, technology, engineering, arts and mathematics is developed.

In Prosperitat, 2.7 million euros are allocated to improve the buildings and courtyards of the Galileo Galilei Institute and Prosperitat School, in addition to reinforcing the educational project of both centers and their cooperation. Another million will be invested in the new Mirades school institute, in Carmel.
If the above are some of the actions of the new plan, the council highlights those that depended on the previous one and were completed in 2021. Among them, the works inside the block of Aiguablava and Portlligat streets, in Trinitat Nova; the roof of the sports courts of Campillo de la Virgen, in Torre Baró; the Aqüeducte park, in Ciutat Meridiana and the improvement works in the Plaza de Sant Miquel, in the Gòtic, among others. This latest reform has been especially praised by the deputy mayor, who recalled that it was materialized by the efforts of the former councilor of Ciutat Vella Gala Pin.
