The Badalona municipal plenary session refuses to investigate the controversial opposition to the Guàrdia Urbana

Neither disapproval of the municipal government, nor appearance of the city’s police unions, nor creation of any commission of investigation into the distribution of exams with the correct answers marked for the oppositions to the Badalona Urban Guard on Sunday, November 19. The absolute majority of Xavier Garcia Albiol’s PP In the Badalona town council (18 councilors out of 27 that make up the Plenary) it has blocked all the measures that the opposition put on the table (the 9 councilors that make up PSC, ERC, ECP and Guanyem Badalona).

The Plenary ―forced by the opposition this Wednesday to ask the municipal government for explanations― It started limpingly, at 8:30 a.m., with some sleepy faces, dark circles under their eyes, and voice tones an octave lower than normal. During their first speaking turn, the opposition parties have asked the municipal government to account. The first to speak, the representative of the group of Guanyem Badalona, Dolors Sabater, has asked about the “chain of custody” of the exams, noting that on this occasion the questions were already decided five days before the test was taken.

Aïda Llauradó, from Badalona En Comú Podemhas shown his suspicions about the fact that the questions were decided so many days before and has highlighted that on this occasion the oppositions were organized by the City Council itself: “It is very curious that this year, the first in which the exam is organized by the City Council and not an external company, pass this on.”

For his part, the spokesperson for ERC, Àlex Montornèsrecalled that the controversial process is already in the hands of the Anti-Frau Office “because its government does not give us explanations”, and has pointed out that the situation discredits the city: “It is surprising that the day after the inauguration of the great Christmas this, but it is the contrast of this City Council; fireworks on the one hand and things that do not work on the other.

The leader of the opposition, Fernando Carrera (PSC), has spoken of a “sloppy exam”, and has lamented that “the fault cannot lie with the last administration assistant who turns on the printer.” Likewise, she has assured that the 46 new agents “are loved by us, you and the citizens.”

The notarial act

The general tone has been rising with the passing of the minutes, and has finally turned on when the speaker took the floor. Councilor for Human Resources, Eva Guillén. He has assured that “there is no controversy”, that “we have acted with total diligence”, and has asked the opposition to “stop wasting our time.” [al Gobierno municipal] and confuse citizens with invented scenes and theaters.

With the most heated spirits, the opposition has disgraced Guillén with the tone used. Montornès (ERC) has spoken of “arrogance” and Carrera (PSC) has lamented that “the Government is opposing the opposition.” “We come here to ask for explanations and we get a fight from the councilor, so no prestige is recovered,” Carrera declared.

Guillén has based his speech on the notarial act that Mayor Albiol commissioned once last Sunday’s test was annulled. In it, the duty notary José Francisco Velasco Pecheensures the following: “Onscreen only with great difficulty it was possible to see slight differences in the tonality of the letters of the different answers in WORD format; being as it has been reiterated no noticeable difference in the PDF format”.

He has been the mayor Albiol who reduced the tension with his speech, which closed the debate and gave way to the vote: “I understand the opposition. An error has occurednot an irregularity, is evident, and We must apologize to the 1,200 applicants. “I thank the opposition for doing their job, but I also ask for balance, because if they talk about irregularities, they lose their reason.”
