The Vice-premier at the forum also named the industries in which it is especially important to introduce the principles of the circular economy. “For example, absolutely monstrous figures of waste generation in subsoil use. According to data for 2020, we have 6.5 billion tons of subsoil use waste. And, of course, this waste should become a secondary material resource. Should leave the category of “waste” with the use of appropriate technologies. From my point of view, all these wastes can be used both in land reclamation, both in the subsoil use itself, and in the construction complex. It is quite easy to make building materials from these wastes, use them, for example, in road construction,” Abramchenko noted.
Another area where raw materials can be used for recycling is electronics waste. “According to expert data, this is one of the fastest growing types of waste in the world. It grows by about 3-4% per year. This type of waste is formed after the loss of consumer properties of household appliances and electronics. And according to, for example, Chinese experts, the extraction of gold, silver, palladium, platinum from electronics is 13 times more efficient than obtaining the same types of rare earth metals from ore. Accordingly, I believe that these are also such low-hanging fruits. Work with household appliances and electronics is necessary, it is necessary to create capacities and apply appropriate technologies,” Abramchenko said.

The Deputy Prime Minister is convinced that the transition to a new type of economy is possible only by combining the efforts of business, the population, activists and all levels of government. “For the consumer, it is important to minimize the amount of single-use packaging that we use, for example, in cafes and shops. Moreover, most disposable items already have eco-friendly alternatives,” the Deputy Prime Minister concluded.
REO told the details of entering the stock exchange with bonds worth ₽100 billion
EPR is a concept according to which the manufacturer either disposes of the waste himself or pays an eco-fee to the budget. The RRR mechanism has been operating in Russia since 2015. Now the recycling rates for various goods and types of packaging range from 10 to 45% of their production volume. According to the new ERP concept adopted by the government at the end of 2020, by the beginning of 2022, 100% packaging recycling was to be introduced, and the recycling rate for goods will be gradually increased by 10% per year. But in December, the government nevertheless decided to postpone the entry into the Sioux of new rules to 2023.
After the implementation of the reform, the eco-collection will grow to 100 billion rubles. year, said the head of the Ministry of Industry and Trade Denis Manturov at the St. Petersburg International Economic Forum. Now it is about 4 billion rubles.
The Federal Antimonopoly Service (FAS) also previously did not support amendments to the law “On the Management of Production and Consumption Wastes”, according to which the Russian Environmental Operator, the operator of the waste reform, also became the operator of the extended producer responsibility mechanism.
Representatives of business, the Ministry of Economic Development and the Ministry of Agriculture opposed the introduction of 100% recycling rates in the coming year. The departments proposed to postpone the start of the reform from 2022 to 2024-2025, so as not to cause a sharp rise in the price of goods.
The position of business on the introduction of new recycling standards in the coming year was expressed by the head of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin. “In our opinion, the low level of infrastructure development for the separation, accumulation and recycling of waste does not make it possible to recycle all 100% of the packaging in the coming years,” he explained.
