The Ministry of Education will not allow undesirable foreign organizations to cooperate with Russian schools and universities. The document regulates the receipt of permits for such contacts in connection with amendments to the law “On Education”

The Ministry of Education has determined a list of cases in which foreign organizations will be denied cooperation with Russian schools and universities, follows from the developed by the Ministry project government regulations.

In order to obtain a permit, a foreign organization will have to submit an application to the Ministry of Education, the Ministry of Education and Science or other federal government agencies in charge of this or that educational institution. After that, departments within 30 days will have to make a decision. The grounds for refusal, according to the document, will be:

• location of a foreign organization in list unwanted (it includes, for example, the educational Oxford Russian Foundation and the Khodorkovsky Foundation);
• the presence of a foreign person in the list of foreign persons and stateless persons who are not allowed to enter Russia;
• the foreign citizen has an outstanding conviction for committing a grave or especially grave crime.

In accordance with this draft, departments will also be able to revoke a permit issued earlier if one of these three circumstances is revealed.
