The programme, which is explicitly aimed at foreign inmates, aims to ease the burden of the English prison system. It allows foreign prisoners to be deported up to a year before the earliest possible release date.

In addition, if offenders agree to voluntarily return to their home country, the British authorities will waive up to 135 days of imprisonment as compensation. It is said that Becker agreed to his deal.
