The government has made a temporary arrangement for entrepreneurs of renewable heat projects who have suffered from the disrupted energy market as a result of the war in Ukraine. A total of €59.4 million can be paid out through this temporary scheme. This scheme opens on November 20.
Which entrepreneurs are eligible?
The scheme is intended for entrepreneurs who produced at least 400 megawatt hours (MWh) of renewable heat in 2021 and 2022 with a production installation with a maximum thermal capacity of at least 1 megawatt. And to produce renewable heat, geothermal energy, solar thermal energy or boilers fired with solid biomass were used.
Entrepreneurs who do business in a group can also use the scheme. An important condition is that a fixed price agreement applied on February 24 for at least 50% of the heat supply until at least January 1, 2023.
Calculation of the subsidy
The amount of the subsidy depends on the nominal thermal capacity of the production installation and in which category it falls.

This takes into account the capacity of the installation on February 24, 2022 and rounded to two decimal places.
Implementation by RVO
The subsidy period is quite short, from November 20 to November 27. RVO implements the subsidy scheme. Entrepreneurs can already prepare an application because of the short term. The actual submission can be made as soon as the scheme has been opened. Applications can be processed more quickly if the SDE(+(+) file can also be used.
Follow-up
Once received, the applications will be assessed. If the application is assessed positively, an advance will be paid within 4 weeks. The final subsidy will be paid out within 16 weeks after receipt of a request for determination.
