According to the city of Tampere, the new management and situational picture system will be in full use during the World Hockey Championships.

The city of Tampere says it has signed an agreement with the technology company Insta Group for the use of a new management and snapshot system. The system developed by Insta is said to combine information from different data sources and use them to form a shared and unified map-based snapshot.
– The unique situational image system is being utilized in a variety of ways in Tampere to improve the safety of the everyday life and mass events of the strongly growing city, says the joint press release of Tampere and Insta.
Tampere plans to use the Insta Blue Aware management system (IBA) in the World Ice Hockey Championships starting on Friday.
– A common and shared situational picture enables quick decision-making and facilitates communication. First aid utilizes the system in operational activities, development manager of the city of Tampere Anniina Autero says in the announcement.
Autero praises that Tampere is “right at the forefront” with the system in Europe and internationally.
– The interaction with different security operators is close. The simulations have already been done earlier, the instruments that utilize safety technology are in use and we take care of Tampere residents and the competition guests coming to Tampere comprehensively, he says.
In Särkänniemi and Rusrock
Insta’s system has previously been used by the Finnish Defense Forces, the Voluntary Rescue Service (Vapepa), the Särkänniemi amusement park and large public events such as Ruisrock in Turku.
The system was also in active use in the local defense exercise in Pirkanmaa organized by the Finnish Army in March, where the local forces trained together with other authorities and companies in the area for disruptions to normal conditions and exceptional conditions.
Insta Group is a long-term contract partner of the Finnish Defense Forces, which has supplied it with many different systems and takes care of their updates. The defense forces use systems, e.g. in intelligence, control, management and target marking tasks. Insta Group’s subsidiary Leijona Instituutti is also currently developing a new jump kit for the Finnish Defense Forces, which is intended to partially replace decommissioned anti-personnel mines.
Insta says that it will initially deliver to Tampere the licenses entitling the use of the IBA system and implementation support until the end of this year. Later, the solution is planned to be expanded for wider use.

The IBA system is said to be a secure solution for forming a better situational picture and situational management in situation centers and in the field.
– The significant benefit is that it can be used within your own organization, but also as a common platform between several different operators and partners. Even if the same operation involves authorities and civilian partners with their everyday mobile devices, everyone can integrate into a common snapshot system if necessary, Instan Senior Manager Sari Mäenpää says in the announcement.
In addition to the situational picture, IBA is said to provide work tools for task management and secure communication. The system can use video from several different sources, such as a drone, city cameras or a mobile phone. After this, they can be distributed to the mobile devices of the field personnel in addition to the situation centers.
